Why a BID in Blackburn?

Blackburn with Darwen Borough Council (BwDBC) have managed a programme of local improvements in Furthergate & Greenbank business areas as well as Whitebirk Industrial Estate since 2002. Through established business forums and consultations common issues have been identi.ed and a number of projects to improve property, transport and security have been undertaken. Businesses have raised concerns about security, criminal activity and estate cleanliness and so the Blackburn EDZ BID has been developed to tackle these issues.

The proposal includes:
  • A CCTV system monitored through Greenbank Police Station
  • A business wardens project to patrol the areas, deter antisocial behaviour, carry out physical work and report issues of vandalism, fly tipping and graffiti.

Key Projects

A number of key projects and developments have already been undertaken as part of the EDZ programme of improvements across the business areas of Furthergate, Greenbank and Whitebirk. These include:

New office developments - Capricorn Park, Blackburn Gateway and the new Blackburn Enterprise Centre at Furthergate

  • Proposals to signalise Whitebirk roundabout
